In 2025, governments will tighten regulatory control of the tech industry, which they see as the cause of popular discord, hacks, disinformation, and social media manipulation. Curbing the might of big tech won’t be easy, leading two or more middle-power nations to ink a digital mutual defense treaty enabling coordinated enforcement. At least one country will add the negative psychosocial impact of AI to health and safety regulations. These efforts will lift employee engagement for many government teams but are also distractions that will lead to operational vulnerabilities, causing government CX to decline for the fourth year in a row. Poor-performing IT will cause 90% of major government tech initiatives to fail.
